This document is the final evaluation report of the Capacity Building for Local Resource-Based Road Works in Selected Districts in Aceh1 and Nias (the Rural Roads Project or RRP2 ). The evaluation has been undertaken in October and November 2012 by two evaluators and an evaluation engineer, who joined the team in Aceh. Visits and meetings have been undertaken in Jakarta, Aceh and Nias.
